Regarding the term 'Tkool', Kobushi from another topic explains it:

Tkool is a portmanteau of Japanese "tsukuru" (to make, create) and English "tool".
You probably know the famous RPG Tkool (RPG Maker) series.

Full title is "Ongaku Tkool - Musium LOGiN edition".
Musium was a graphical music composition program published by Victor. Looks like ASCII licensed the program to add it to their Tkool series.
