To be sincere, I never heard before about this emulator. But believe me IT ROCKS.

It uses the interface of Neko Project II, and parts of M88.

I'm trying to get the emulator to load but sits there with a black screen. I was I suppose to download a system roms archive or something?

BIOS is needed. The full set should weight a little less than 1MB compressed (the emulator changed its BIOS romset a year or so ago I think, now it requires VADIC, VAFONT, VAROM00, VAROM08, VAROM1 and VASUBSYS roms. PC-98 BIOS and SOUND roms are optional, just in case I guess, as it is Neko Project II based).
And, of course, you need PC-88VA games ;)

now could someone ask yui aka the author of np2 if he have allow the author to use his source code of np2 to the pc88 emulators above.

Neko Project II's source is public, and VAEG is freeware and its sources are published, so I see no reason why Yui would oppose to it.
If you want a worthy cause, try looking into Japanese publishers selling old games they got from mergers running on dumbed down and locked freeware emulators without any credits ;)

yeah, someone I know got xbox online account but he have modded a game and he god banned from xbox online service.

I wish someone could translate the np2 chm. it is in japanese wish it is englsih.

you can do a chm from multiples html file.

Any chance of playing regular PC-8801 games on this? The recording feature is very nice, something that M88 doesn't have.

I'm not positively certain, but I don't think VAEG emulates the PC-88 V1/V2 modes. The architecture of the VA (i186 instead of Z80) has more to do with the 98, hence the reason why the emulator is based on Neko.

As far as I know, VAEG's emulation is limited to the V3 mode. I had read somewhere that proposing the other modes was quite a tedious issue - though if a way has been found, I'd like to hear about it as well.
It is also likely even the real machines had quite a number of issues running V1 and V2 games. This page (a nice buying guide by the way) mentions - briefly - such issues. Looking at the past records of NEC, and their lack of interest in all things gaming (the PC-98DO being quite famous for its poor support of both PC-98 and PC-88 softwares ; the bit of mess the earlier mk2SR models experienced), I tend to trust such statements (let's call them conjectures, this is still the Interweb after all ;).
