Is there a way to display Japanese Characters in old games short of installing a Japanese Windows 98/2000? In XP, you can install applocale or change the language locale, but for the other Windows I'm only reading something about being able to input characters and displaying Japanese in browsers/documents, which isn't sufficient.

In my experience, AppLocale is definitely compatible with Windows 7.

You can also try Locale Emulator.

The reason I'm asking specificially about 98/2000 is because I'm using those in VMs for things like quick tests, I have XP/Win 7 dual boot on my actual desktop machine. I would like to evade both installing of stuff in the actual OS as well as setting up yet another VM with XP if possible. It seems there's no applocale for Win 2000, but the language support is supposed to work like in XP. Not ideal, but it will do I guess.
