2002 edition of Systemsoft Alpha's "other main" Daisenryaku series. Nothing surprising here, it's a turn-based strategy game. In this case it doesn't seem particulary difficult to play without any knowledge of Japanese, certainly not if you're familiar with some of the other games. I think most of the menus can also be translated using the resource hacker programm I mentioned in the Genghis Khan IV post.
