Since it was published by NEC, it's marked as PC9800 series, PC 9821 etc, but it's actually a Windows 3.1 game. I was actually looking for the Macintosh version for a while but I couldn't find it, so I got this one instead. You can run it in Dosbox.
I recommend to install D-Fend Reloaded.
Then extract the VirtualHD folder from the download, and in your D-Fend profile, make the drives tab look like this.

Then go to main -> file manager and from there you can run the install and make sure you install the "video for windows" extension as well.
The manual doesnt say anything about the game story. It seems to be about a dystopian future where robots are poorly treated by humans. Alex is the name of your companion robot that frees you from jail after you are framed for killing someone. I will upload scans of the box and manual later but it doesn't offer any useful information.
There is a database a few minutes in. To read it you need to activate Japanese input with alt+tilde. Then you can type what you want to read about in hiragana. You can only type the words shown in red. I didn't play past this part but the game seems to work fine even though the movies run at 5fps. I have a save file in the VirtualHD folder which is ALEX.SAV, which is the part where you find the database.
